We play a critical role in supporting Victoria’s financial stability and resilience by managing funding, liquidity and financial risk on behalf of the State and our clients. Guided by our purpose — a better future for Victoria — we are a values-led organisation that cares deeply about our people, our clients and the community we serve.

The Opportunity
This role sits at the heart of TCV’s People & Culture function. Reporting to the Executive Director, People & Culture, you will combine strong operational excellence with contemporary HR thinking, delivering P&C initiatives and supporting leaders to build inclusive, high-performing and values-aligned teams.
This is a broad and influential role where you’ll balance strategic partnering with practical delivery and is ideal for someone who enjoys variety, ownership and impact.

Key Responsibilities:

  • Act as a trusted advisor to leaders on people, performance and culture

  • Manage external relationships with key vendors and stakeholders
  • Support DEI initiatives and broader culture programs
  • Support enterprise change, continuous improvement and engagement initiatives

Experience Requirements
You are an experienced HR or Senior HR Business Partner or senior HR generalist, comfortable operating independently in a lean, high‑trust environment. You may have several years' experience as a senior generalist or be looking to step up into your first Senior HR BP role – the role can flex for both scenarios.

  • Experience in financial services or similarly regulated, professional settings will be highly regarded. Similarly, previous experience leading people is advantageous. You have strong knowledge of contemporary people and culture practices and employment legislation and have a proven ability to influence, advise and partner with people at all levels.
  • You bring sound judgement, excellent organisation and communication skills with a proactive, solutions-focused mindset.
  • You’re comfortable working in a small team and being autonomous, collaborative and hands-on in your work.
  • You take pride in offering high-quality, engaging and inclusive P&C services and leveraging HR systems for analytics and insights.
  • You enjoy improving how things are done, build trusted relationships naturally, and approach your work with maturity, curiosity and care.

Your CV should highlight previous experience working across a variety of P&C areas, including Employee Relations, Culture, L&D, Performance and Business Partnering.
